CO-OPERATION BETWEEN SOUTHERN MORAVIA REGION AND PUBLIC ADMINISTRATION SUBJECTS FROM SUMADIJA AREA (SERBIA AND MONTENEGRO)
The co-operation between the Southern Moravia region and local self-authorities of Sumadija area dates back to August 2002 when the Council of the Southern Moravia region responded to the request expressed by doc. ing. Judita Štouračová, CSc., Ambassador to the former Yugoslavia. In her letter written in September 2001 the Ambassador demanded of representatives of local self-authorities to consider the possibility of providing an assistance to Yugoslav cities and municipalities. Discussions on co-operation were held especially in the Sumadija area that had been recommended as a suitable partner from the side of the embassy of the Czech Republic.
In February 2003 the Council of the Southern Moravia region gave the approval to this co-operation plan with public administration subjects from Serbia – the Sumadija area. The decision to co-operate with autonomies of important cities of the Sumadija area – Kragujevac, Lapovo, Batočina, Arandjelovac, Topola, Rača, Knič - rised from the fact that there has been no regional arrangement similar to the same existing in the Czech Republic so far. On June 23, 2003 the bilateral debate was completed by the signature of the Declaration on Co-operation Between Southern Moravia Region and Sumadija Area Cities. The Declaration includes transfer of knowledge in the area of the public administration regionalization, enabling the selected students to study at our schools, providing a basic know-how in the field of establishing development agencies, training of selected workforces as well as co-operation in the field of economy, culture, transportation, SMEs, promotion of internet and development of small regions, municipalities and businesses.
In the framework of this co-operation the Southern Moravia region is willing to transfer its knowledge concerning the regionalization process and provide an assistance to reform all spheres of live including helping the region to get out of an unsound isolation so typical for the whole country. For this co-operation with the Sumadija area the Assembly of the Southern Moravia region earmarked financial funds through which co-operation projects are being implemented. Specifically, projects in the area of the public administration, education, culture and economic collaboration were realized in years of 2003 – 2004.

PUBLIC ADMINISTRATION PROJECTS
Information Office of the Southern Moravia region in Kragujevac
The Southern Moravia region has set up the Information Office of the Southern Moravia region in Kragujevac for the purpose of intensifying and creating stable mutual relationships in order to support establishing direct contacts between the Southern Moravia region and the Sumadija area as well as promoting both regions. The request concerning co-financing the Office for years of 2004 – 2006 has been approved by the Ministry for Foreign Affairs CR that had provided the Southern Moravia region with the amount of 2,460 thousands of Czech crowns for running the Office in Kragujevac in years of 2004 – 2006.
The Office activities are aimed at arranging study visits and training courses in the field of the public administration, holding specialized courses in the area of economy, mediating contacts between small and medium enterprises and economic institutions in the Sumadija area and the Southern Moravia region, providing information services, mediating contacts between high schools and universities, arranging stays of exchange, professional trainings for students etc. The Office is prepared to ensure the detailed information and services for relevant persons interested in them right on the spot. For starting the Office activities there was an opening ceremony on 24th October, 2003 with the presence of Judita Štouračová, the Ambassador of the Czech republic to Serbia and Montenegro, and representatives of municipalities and institutions of the Sumadija area.

Sumadija Programme Internet Presentation
The internet pages www.newbalkan.com can provide persons interested in the Balkan region with information on up-to-date international, inter-regional and municipal projects, information on the EU and MFA CR grant programmes as well as on the privatization in Serbia, then information on current tenders, offers for privatization, information on the ongoing privatisation, and activities of the Southern Moravia region in Serbia etc.
Creating public administration capacities in the Sumadija region – Serbia; study course – practical training for the establishment of the regional development agency in the Sumadija region in Serbia
The study course set a goal to prepare experts for the regional development agency in Sumadija that will plan and coordinate development projects in the framework of EU funds and also provide services for entrepreneurial subjects. The course was realized on 13th – 17th October, 2003 in the co-operation with the Regional Development Agency of Southern Moravia.

Establishment of a regional development agency for the Sumadija area
The project sets a goal to establish the RDA in Sumadija that will create projects according to development priorities of the area and to ensure its functioning for the first year of its existence. Another specific goal of the project is a constant and systematic promotion of activities directed at the Sumadija area development and a support of the effective and well-balanced development of institutions, programmes and projects of the Sumadija area.
The realization of the project will result in creation of the subject that will help local municipalities in solving pressing problems in infrastructure, social security, development of SMEs; the subject will also prepare and coordinate development projects within the framework of EU funds.
Study tour of municipality representatives from the Sumadija area to the Southern Moravia region
In November 2004 representatives of municipalities and journalists from the Sumadija area became acquainted with activities and competences of regional and municipal self-governments, work of regional authority departments as well as with the finalised development projects funded from the EU. Then they paid a visit to important enterprises, chambers of commerce, regional tourist attractions and industrial zones in the Southern Moravia region.
Mayors appreciated much that the leadership of the Southern Moravia region enabled them to gain experience from work of the regional self-government. They will apply those pieces of knowledge in their opština (municipality) and in course of the decentralization process of Serbia.
Czech language textbook for Serbian speaking people
Considering ever increasing interest among Sumadija students in a study of the Czech language a possibility of teaching the language on the spot was discussed with representatives of the II. Kragujevac Secondary school. It has been found out that there was no Czech language textbook available for that purpose in Serbia. Thus the Council of the Southern Moravia region approved a realization of the project called “ Czech language textbook for Serbian speaking people”. At the same time, the book would serve Czech countrymen in Serbia as well as universities in the Czech Republic for study.
Czech language lessons arranged directly in Serbia will allow a larger number of students to apply for a study at Czech universities.
Study stay – study of the Czech language for foreigners
In the school year 2003/2004 three Serbian students finished their winter and summer study course of the Czech language at the Czech language department for foreigners at the Faculty of Arts of the Masaryk university in Brno. This project is aimed at preparing people interested in study at the Czech university for successful passing of entrance examinations and for study in the Czech language. At present two students attend universities in Brno with good results under the same conditions as the Czech students do. The project continues its activities in the school year 2004/2005 as well. Six students coming predominantly from Sumadija who are interested in continuing their study at the Czech university take part in it.
Library equipment in the Lapovo opština (municipality)
In April 2004 the Parliament of the Southern Moravia region approved the financial support for the library equipment in the Lapovo opština (municipality). The project sets a goal to pro-vide the library with a computing technology, professional literature, furniture etc. Due to this project the social life and the sphere of education and culture in the opština (municipality) will be improved.

Mutual learning trips of schoolmasters from the Sumadija area and the Southern Moravia region
The Southern Moravia region promotes a co-operation among schools within the framework of increasing the co-operation with the Sumadija area. The important part of it includes mutual visits of schoolmasters on the basis of which specific projects on the co-operation of schools were elaborated. The visit of schoolmasters from Sumadija took place in June 2004 and the trip of teachers from the Southern Moravia region was undertaken in September 2004.
GO! Course aimed at establishing co-operation of partner schools and creating class teams
In October 2004 a five-day programme for approximately 50 students from the Líšeň Secondary school and the II. Kragujevac Secondary school was realized and implied creative workshops during which students took part in activities they have chosen. The programme also included debates, answering problems through team solutions and a team co-operation as well as programmes where students play defined roles etc.
Summer learning and health camp
In July 2004 twenty children from children's homes in Sumadija together with three persons accompanying them spent two weeks in the summer camp of the Hutisko-Solanec municipality. Following up with summer camps there will be a possibility of studying the Czech language for several talented children who can study at any university or institute in the Czech Republic after they become at appropriate age.

Information centre in the student culture centre in Kragujevac
A goal of the project is to improve technical parameters of the student centre and to increase its equipment including promotion materials. This will result in better social life of the young population in the city.
Support of the farmers education in the Topola opština
The project is aimed at the development of the rural economy and its diversification. This goal will be achieved through the education and training of farmers in exploitable resource areas, by increasing the production effectiveness and through up-to-date agrotechnical methods applied on the pilot fields.
Connecting the multiple computer system of the II. Kragujevac Secondary school to the university network of the Kragujevac university
The project goal is to connect the secondary school network with the Kragujevac university system with the aim to build the school internal network. The implementation of the project is expected to result in increasing quality of education as well as enhancing the school prestige.
Energy without frontiers
The project is aimed at establishing and developing the co-operation between schoolmasters and students of the Integrated Secondary school in Sokolnice and the I. Industrial school in Kragujevac.
The Integrated school in Sokolnice will assist the partner school to equip its room of electrotechnics in the compliance with the EU rules.
Co-operation of Secondary schools: Brno, Vídeňská – Arandjelovac
Schoolmasters from partner schools were made familiar with the education system and education programmes; they compared teaching of mathematics, physics and after that they implemented valuable methods at their own schools. Further exchange stays of students and teachers as well as work on common projects will follow.
Starting contact: Břeclav – Arandjelovac
In October 2004 a group of students representing the Student Parliament of the Hoteliers´ Economic school from Arandjelovac participated in sport events organized by the Břeclav Business college. Consequently, equally large student groups of both student parliaments attended Prague together. The team work, searching of subjects suitable for a consequent e-mail communication as well as contributions to the web sites, have strengthened the co-operation of students. A multicultural nature of the stay in Prague contributed to reflections on ethnic relationships in the integrated Europe.
Vintners to vintners
The aim of this project is to establish co-operation between teachers and students from the Valtice Vintners´ school and the partner school in Topola. The integral part of the project is to assist the school in Topola in gaining certificate for the vintners´ education including stays for professional subjects teachers and to help planting assorted vineyards of cider varieties as well as planting insulator of a stock vineyard according to EU rules.
The project should result in a general improvement of vineyards, a higher quality of grapes processing and the wine production in the Sumadija area as well as in coming closer to EU rules before the Serbia and Montenegro enters to the EU.
Project “Chair of co-operation”
The subject of the project is an all-week programme held in the first half of the year 2005 in Bzenec for 20 – 24 students from the II. Technical school in Kragujevac, accompanied by teachers, and the Forestry Professional school in Bzenec.
The 6th International Symposium on Balkan studies
The symposium will be held in April 2005. One of its goals is making the professional and lay public familiar with a current state of research in the field of Balkan studies and with novel trends in this development as well as introducing relevant problems of inter-ethnic relationships on the Balkan peninsula and issues on the inter-regional co-operation in the form of a round table with the participation of experts.
The cultural presentation of the Sumadija area in the Southern Moravia region
In May 25 – June 26, 2004 the cultural presentation was held in Brno the aim of which was to make the Southern Moravia region familiar with the culture life of the partner Sumadija area. While photographs of authors Predrag Cile and Nebojša Raus exposed to visitor's eyes depicted life, culture and nature beauties of the Sumadija area, xylographies of a young gifted wood-cut artist Ivan Petrovič from Niš were making the public familiar with the spiritual heritage of the area. At the exhibition opening musicians and singers of the folks group called Studenac coming from Kragujevac presented genuine songs of this area.

Cultural presentation of the Southern Moravia region in the Sumadija area
The presentation is going to be held in the first half of the year 2005 in Sumadija and its goal is to make the Serbian public familiar with the Southern Moravia region through a photography exhibition, a film show, a performance of a folks group and by the presentation of wines and traditional meals from Southern Moravia.
ECONOMIC CO-OPERATION PROJECTS
Round table – business and investment opportunities in Serbia and Montenegro
The round table took place on 15th September 2004 in the residence of the Southern Moravian regional Office. It was aimed at making businesspersons familiar with region activities in Serbia, the Serbian political, economic, legislative, privatization and banking environment and other conditions of entrepreneurship as well as with a possibility of export credits for Serbia and Montenegro and experience of Czech companies in Serbia. Among lecturers one could find representatives of the Serbian investment and export agency, a representative of the Chamber of Economy and Industry of Serbia, a representative of the Commercial section of the Embassy of Serbia and Montenegro in the Czech Republic, representatives of the Bank of Commerce and companies engaged in business in Serbia.
Entrepreneurial missions to Kragujevac
In 2003 and 2004 the Southern Moravia region arranged two entrepreneurial missions of Czech companies to Kragujevac with the participation of the Regional Chamber of Commerce in Kragujevac. Representatives of companies appreciated a possibility to become acquainted with the political and economic situation in Serbia which they marked a necessary assumption for further development of economic relationships among entrepreneurial subjects of the both countries.

Support of infrastructural projects
- Construction of a main collector leading to the conduit of waste water and building up of a sewage pumping unit in Rača.
- Reconstruction of a road network in Knič – Raškovič.

- Partial interconnection of new spring areas with the existing collecting water tank in the Lapovo opština (municipality).

- Reconstruction of water network in the Arandjelovac opština (municipality).
- Construction of water pipeline for a connection of the spring area and the common water supply reservoir with the water supply resource in the Batočina opština (municipality).
- Reconstruction of the existing WWTP plant and adding the tertiary stage in the Topola opština (municipality).
- Reconstruction of a heating system of community and youth centres in Arandjelovac and their renovation.
- Setting up a regulation plan for the Lapovo free zone.
